Job Summary
Under general direction, manages team members within OCERS IT Operations
department. This position is responsible for overseeing and managing OCERS IT
systems and IT operational activities. The IT Operations Manager will oversee the
strategic planning, procurement, implementation, security, protocols, and management
of Information Technology solutions in use by OCERS and the IT operational activities
- Distinguishing Characteristics
- The IT Operations Manager is an upper management position that will report directly to
- the Director of Information Technology. The position requires a strategic and forward-
- thinking leader to support the Director with cloud-based solutions, advanced Data
- Analytics, Business Intelligence, and the rollout of Process Automation (RPA) to
- enhance automation and minimize manual tasks.
- Performance Attributes
- Include but are not limited to the following:
- Oversee daily operations of the IT Operations department to ensure functionality,
- availability, and security of systems, data, backups, and communications.
- Troubleshoot and remediate issues that arise.
- Partner with Information Security team to implement and operationalize security
- controls.
- Develop and manage annual IT budgets and procure equipment/services in
- accordance with Procurement Policy.
- Manage IT vendors, contracts, and service level agreements (SLAs) and perform
- vendor risk assessments.
- Identify and manage operational risks.
- Manage IT projects, coordinating internal/external resources, timetables, and
- budgets.
- Develop department policies, procedures, and documentation; provide internal
- training.
- Certify business continuity and disaster recovery efforts.
- Participate in and coordinate responses to internal and external audits.
- Manage department team members, including performance assessments and
- staffing plans.
- Align IT infrastructure with business requirements and evaluate emerging
- technologies.
- Technical Experience
- Platforms: Microsoft 365 Platform, including Azure, Exchange, SharePoint,
- OneDrive, and Office.
- Systems: Windows Operating Systems, SQL Server, and Active Directory.
- Virtualization: VmWare, Azure, and AWS Server Virtualization.
- Infrastructure: Infrastructure planning, development, and operations; network
- and server operating systems.
- Tools/Basics: PowerShell scripting, Enterprise Backup/Replication, Data/Cyber
- Security basics, and RPA/Machine Learning/AI basics.
- Methodology: Strong understanding of project management principles and
- Helpdesk/Customer Relations Support systems.
- Minimum Qualifications
- Education and Experience
- Bachelor’s degree from an accredited college/university in Information
- Technology, Computer Science, or a related field; OR
- Six years of relevant professional industry or military experience AND;
- Previous IT Infrastructure, IT Management, or IT Business Operations
- experience.
- Special Requirements
- A valid California C driver’s license.
- Successful completion of a background investigation.
- Highly Desirable Certifications
- PMP, ITIL, CSSLP, Microsoft SharePoint, or Microsoft 365 Certified.
- Knowledge, Skills, and Abilities
Knowledge of: Retirement/Pension business practices; leadership and public
administration; Cisco network administration; and IT security best practices.
Skills/Ability to: Plan and manage infrastructure development; create RFIs and
RFPs; and establish effective working relationships with consultants, vendors,
and board members.
Physical and Environmental Conditions
Physical: Ability to read fine print, communicate clearly in English, and sit for
prolonged periods.
Strength: Sufficient to lift up to 20 pounds.
Environment: Primary workplace is an office environment; out-of-area travel and
occasional early morning/evening/holiday/weekend work may be required.
